It's referring to UPPER lower Title Case and Sentence case, and tab stops 40, 80, 120 and 240 - those are the 8 actions.  

They are actions which in 10.1a a skin can make use of - and so they can be chosen in Skinner.  The tool to help make skins, and the skin language itself are closely tied.
